Is this what the people of Gharb voted for?

Gozopolitan.org is exposing ECO GOZO, the dumping with pictures showing construction waste scattered all over the site, limits of Gharb. One of the photos, which was passed on to the Mayor of Gharb (Mr David Apap Agius), but asked them to remove the photos immediatly, featured a lone construction truck stuck in the area after appearing to sustain a puncture on the rugged land. Officially, no illegal dumping is made in Gharb. Here is the proof!!!

What really is taking place at Wied il-Mielah?

After the Gharb Local Council spent 200,000 euros during the first phase of the 'environmental project' at Wied Il-Mielah thanks to the help of Structural Funds for Malta (2004 – 2006), the Council has again been granted aid for its second phase of this. This time the aid provided is approximately €570,000 under the Cohesion Fund (2007-2013). This project is co-financed by the Parliamentary Secretariat for Public Dialogue and Information and the Gharb Local Council.
I am not going to ask into whose pockets these money are going.
However, did or is anybody monitoring what is really taking place here? I doubt it or else somebody is keeping a closed eye (no surprises in this republic).

The photos of some works taking palce here speaks volumes. Why do one need to destroy the natural rock formations in order to be replaced by 'unprofessionally done rubble walls?

In this photo to your left you can see how the natural rocks are being dug out and with the same stones, somebody tried to make a rubble wall instead. If this is not a waste of money what is then?

Can you spot the difference?

Why is the raw seawage overflow still in motion even though the valley and discharged into the sea without being treated whatsoever?

Look at the raw sewage running along this picturesque valley. Thank god you believe in that you can't smell it while reading. Does the Gharb council really treat this place as a gem?

The EU Commission is aware of delays in meeting the requirements to ractify the situation. It is hoped that the Commission will scrutinise the implementation of environmental legislation as regards this matter and I hope that you and I will not be fined if the Commission will start a legal infringment procedures including application to the European Court of Justice.

Malta has an obligation to have ALL watsewater treated before discharge into the sea by March 2007 and hence my (and your) government is infringing the Urban Wastewater Treatment Directive.

X'inhi l-pozizzjoni tan-Nazzjonalisti dwar il-qerda ta' l-ambjent f'Ghawdex?

Kemm qieghdin tajjeb kos hux!

Waqt il-protesta tal-Mushrooms fl-Gharb, is-sindku Nazzjonalista ta' l-Gharb talab lil Partiti politici sabiex jaghmlu l-pozizzjoni taghhom cara dwar l-ambjent f'Ghawdex!

Kieku staqsa lil Partit tieghu nahseb kien ikun ahjar.

Xejn personali sur Sindku imma mhux sewwa li tipprova titfa' lil kulhadd f'keffa wahda.

Ezattament bl-Ingliz ighid hekk:

"The Council applies all Gozo politicians to declare publicly their position against the distortion of Gozo environment and countryside with a development in an ODZ zone." ara HAWN

Mur ghidilhom lin-nies li jien bhala Kelliemi ta' l-AD ghal Ghawdex kien ilni nigri wara s-sindku sa minn Novembru tas-sena l-ohra sabiex issir konferenza stampa dwar dan il-kaz!? Kien gie anke l-perit Cacopardo u l-Profs Cassola.

Minkejja kollox pero' inhoss li ghandi nirringrazzja lis-sindku u l-kunsill lokali ta' l-Gharb ghal pozizzjoni li issa hadu fl-interess tar-residenti ta' Triq Frangisk Portelli u tal-madwar.

Issa l-kunsill ghandu l-istqarrija ufficjali ta' l-AD dwar dan. Tghid ser ikollu xi rispons minn naha tal-PN u l-PL li huma jirrapprezentaw?

Ghandu jinstab sit iehor ghall-impjant tal-faqqiegh - AD

Alternattiva Demokratika tappoġġa lir-residenti tal-Għarb fl-oggezzjoni tagħhom għall-impjant tal-produzzjoni tal-faqqiegħ ftit metri l-bogħod miż-żona residenzjali, il-Villagg tas-Snajja Ta' Dbiegi u 200 metru biss il-bogħod mill-Lukanda Kempinski San Lawrenz.

Il-Perit Carmel Cacopardo, kelliemi ta’ AD dwar l-Iżvilupp Sostenibbli u l-Gvern Lokali qal li minn eżami tad-dokumenti tekniċi sottomessi ma jirriżultax minn fejn ser jinġieb il-ħmieġ tat-tiġieġ li ser jintuża fil-produzzjoni tas-substrate għall-faqqiegħ. Imkien ma jingħad dwar jekk l-industrija tat-tiġieġ f’Għawdex hiex f’posizzjoni li tippovdi dak meħtieġ għall-proġett tal-produzzjoni tal-faqqiegħ fl-Gharb.

Minn dak li hu magħruf jirriżulta li f’Għawdex m’hemmx biżżejjed irziezet tat-tiġieġ biex jistgħu jissuplixxu l-impjant għall-produzzjoni tal-faqqiegħ u allura dan ser ikollu jinġieb minn Malta.

Dan kollu, żied jgħid Victor Galea kelliemi ta’ AD għal Għawdex, juri mhux daqstant li l-proġett m’għandux isir, imma li postu la hu fl-Għarb u probabilment l-anqas f’Għawdex.
Mhux ta’ b’xejn li l-Project Description Statement, żied jgħid Galea, ikkonsidra numru kbir ta siti alternattivi. Għax l-ebda waħda minnhom m’hi aċċettabbli. Is-sit tal-Għarb bħas-sit tax-Xewkija hu wisq viċin l-abitat. Għandu għaldaqstant jinstab sit alternattiv.

Another ODZ to be destroyed: "Gozo residents are used to rural odours"

This comment by the developers of the proposed mushroom factory at the prestine agricultural lands at Ta' Dbiegi, should be deplored by all people who got some common sense.

This comment was reported this Sunday on MaltaToday by journalist James Debono.

The report says that a proposed mushroom factory earmarked for an outside development site near the five-star Kempinski San Lawrenz resort has attracted concern from MEPA’s natural heritage panel. The panel said that the factory could produce offensive odours in the vicinity of Gozo’s crafts village and the holiday resort, despite the mitigation measures being proposed by the developers.

Forget the above Kempinski Hotel for the moment....forget the crafts village for the moment....

What about the residents on Triq Frangisk Portelli (in Gharb) and the wehreabout who are just few metres away from this proposed development?
It is most arrogant that the developers of the 'farm' have claimed in an environmental planning statement that residents are used to “rural odours” since manure is used to fertilise the surrounding fields.

How can one compare the CO2 emissions, specifically the amount of Greenhouse Gas (GHG) emissions that will be emitted by the process of the mushroom facgtory to the fertilisation added to the agricultural land once a year before ploughing takes place after the first ain?

Is it that possible that MEPA or the developers are truely not aware that the aerobic/anaerobic decomposition of the manure to be used in the mushroom cultivation process is a big generator of GHG emissions (CO2, methane, ammonia)?

Thank goodness that the Naturtal Heritage Panel commented that the odours could negatively affect the Ta’ Dbiegi crafts village and other residential units in the area. “The total elimination of these risks is well-nigh impossible,” the panel stated.

While the Environmental Project Statement (paid by the developers) says the scheme will not impact the landscape, the natural heritage panel expressed its concern on the loss of high quality agricultural land.
Much was written about this proposed development in yet another Outside Development Zone (ODZ) in Gharb way back last year. The applicant is proposing a 14,000 square meter (14 tumoli) construction within an ODZ area. The area is designated, within the relevant Local Plan, as land of agricultural value. The area is also included within the Linear Country Parkways and Circular Walking Routes in the Local Plan. The proposed development will effectively dwarf the crafts village since its total roofed area is almost twice the size of the entire crafts village.
In my opinion, one of the best contributors was a 'foreign' Gharb resident who wrote specifically on this proposed development in yet another ODZ: "Please Stop The Rape of Gozo For Ever"

Now it appears that this became a concern for the 'local' Gharb residents as well. At least they are directly concerned about what is to happen in their own backyard.
I understand that this is quite a shallow vision of what people here in Malta say that 'we like the environment'. It seems that people 'wake up' when an environmental disturbance would take place in their own vicinity. But I just hope that Gozitans will finally realize that "today it is me tomorrow it is you". So it is very important that at least now we ALL support each other.

Just a note: The developers are listed as one of the "List of persons entitled to priority boarding on the Gozo Channel Company's Vessels" together with HE the President and HE the Prim Minsiter amongst others.

A note to the residents of Gharb

Dear Resident of Gharb,

I thought that I should share with you my feeling of deep gratitude.

First of all, I would like to thank so many of you for extending to me such a warm welcome when I visited your homes, during the electoral campaign for the Gharb Local Council. Also for sharing with me your concerns and your ideas as to how the local administration of our beautiful village can be substantially improved.

I also appreciated every feedback I received from you, whether by mobile, email or face-to-face, on anything which affects our village both in a negative as well as in a positive way.

I should mention my thanks for Oisin J. Dillon for assisting me during the campaign, coupled with the warmth you extended during his visits.

Above all, my heartfelt thanks go to those 12% (or 99 ppl.) of the residents who expressed their trust in me and fully believed in my capability to meet their expectations so much so that they honoured me with their Nr. 1 vote on the ballot paper. My thanks also go to those who supported me with their 2nd or other preference.

I would like to take this opportunity to express words of encouragement to the few people in Gharb who decided not to cast their vote because either they lost hope of seeing any change or they wanted to send a message to someone, a sort of “payback time”. To these people I would like to explain that I only needed 5 more votes to be elected. These 5 votes would have been enough to guarantee my placement for more justice, transparency and democracy in our village.

Finally I would like to congratulate the five elected councillors and encourage them to work together while promoting the interests of this village and ALL its residents without fear, favour and irrespective of their political leanings.

In conclusion I shall continue to fight for our village and be of service to you. So please, whenever you consider the need, feel free to contact me.

Best wishes to all on the occasion of our village Festa.

Contesting for the Gharb Local Council Election - 6th June 2009

After some feedback and encouragement from a number of local residents I decided to give my contribution as a candidate for the Gharb Local Council Election which is to take place on the 6th of June 2009.

My campaign team met more than once in order to brainstorm ideas and suggestions and we
came up with the following proposals:

INFRASTRUCTURE
  • The construction of Gharb residential roads meets professional standards, and that there will be no further excuses that such roads do not fall under the Council’s jurisdiction.
  • Road pavements will be of a better design and quality.

ENVIRONMENT
  • the collection system of bulky refuse and domestic garbage and waste is improved.
  • Gharb will be a role model village for other towns in Malta and Gozo; together we will pave the way in rural and sustainable development and alternative energy sources through our contacts with experts on Green jobs and renewables.

GRASSROOTS DEMOCRACY

  • The Gharb Council will truly represent and address any issue on behalf of its residents; once elected, I shall be in the forefront, as always, to suggest and to provide constructive criticism when dealing with Authorities such as the Gozo Ministry, other Ministries, MEPA, Transport Authority, and will make sure that residents’ needs are given due attention.

  • The democratic process is transparent and participatory.

  • A Citizens’ Advice Bureau is set up in order to freely support those persons who seek advice in areas where they feel that their rights and obligations are trampled upon, or when they feel lost in the maze of beauracracy and complex legal procedures.

WIED IL-MIELAH
  • Immediate action will be taken to repair the Wied il-Mielah drainage system; it is no longer acceptable that the first drop of rain creates a polluted raw sewage outflow in the valley and the sea.

AGRICULTURE

  • Farmers and townfolk need and will obtain better footpaths and easier access to reach their fields.
  • Professional support will be offered to field owners interested in introducing organic farming.
  • An efficient rain water management system will be installed to avoid water wastage and street flooding; this could be supplied to those residents who need such resource.

TOURISM / EMPLOYMENT

  • Niche tourism such as eco, agro, gastronomy and cultural projects, will be initiated in Gharb and these will provide added income for our locals and an added value to tourists and tour operators.
  • The rich historical heritage, religious and social traditions of Gharb will be highlighted in activities and tourist attractions.

YOUTH

  • Full support will be given to the social, sport, music, arts and cultural activities held by our town organizations as well as mobilizing all available resources.
  • Our young people will have exchange opportunities abroad to other EU towns and cities.
  • Strong investment in Information Technology.

SENIOR CITIZENS
  • All senior citizens including non Maltese residents, will be given the opportunity to take part in events customised for them.

EDUCATION
  • Our Council continues to create educational opportunities for our young and adults alike by providing courses and vocational training within the framework of lifelong learning.

  • There is co-operation and co-ordination with the Educational Authorities so that the school in Gharb will truly become a Community Learning Centre for everyone including non Maltese residents.

EU Update: Raw Sewage Discharge at Valley and into the Sea

During a Press Conference at Wied il-Mielah at Gharb, Arnold Cassola, Chairperson of Alternattiva Demokratika - The Green Party, said that despite the slogan of Eco-Ghawdex and the construction of a new municipal wastewater treatment plant with European funds in Gozo, raw sewage is still being discharged into the sea at Wied Il-Mielah in the north-west of the island.

Arnold Cassola was accompanied by EP election candidate Yvonne Ebejer Arqueros and myself as the AD Secretary General and spokesperson for Gozo.

Prof Cassola added, "It is understood that the local water utility, the Water Services Corporation (WSC) was supposed to build a pumping station at Wied il-Mielah to transfer the sewage coming out from the villages of Gharb, San Lawrenz, St. Lucija and Ghammar to the new sewage treatment plant at Ras il-Hobz - thus preventing the further discharge of raw sewage into the sea at Wied Il-Mielah. This has not happened."

"We understand that by March 2007, all sewage in Malta and Gozo had to be treated prior to disposal into the sea. This is not happening at Wied iI-Mielah, Gozo and this is therefore in violation of the EU Urban Wastewater Directive."

For this reason I informed the EU Commission about this violation of EU law.

During the press conference I said that Alternattiva Demokratika - The Green Party is therefore asking the Commission to intervene on this issue, which is not only endangering the biodiversity of the area but also the health of people in Gozo. Various written reports were sent to the MEPA section in charge but no answer was ever given.

We are also suggesting that given that a pumping station in Wied il-Mielah has not been built, the WSC should consider the construction of a small sewage treatment plant so that instead of pumping sewage all the way to Ras il-Hobz for treatment and disposal, the community in the west of Gozo could have a source of 2nd class clean and safe water within their community for irrigation and other 2nd class water uses - as a substitute for groundwater which is being extracted at an unsustainable rate.

This beneficial project would contribute to the cutting down on groundwater extraction and would save on the capital costs of laying sewage mains and resurfacing of roads, and also on the energy costs in pumping the sewage across the whole of Gozo, whilst getting nothing in return.

Let's hope that common sense prevails.

Cheers

Victor

Id-Drenaġġ f'Għawdex

L-aħħar li ktibt fil-blogg huwa dwar 'Salty Valley' jew aħjar Wied il-Mielaħ (ara HAWN).

Semmejt l-irwejjaħ tad-drenaġġ li wieħed ixomm waqt li jasal qrib it-Tieqa Naturali ta' Wied il-Mieħal.

Min ma marx f'Wied il-Mielaħ?

Gonzi mar u ħa ritratti sbieħ jiltaqa' mall-press ftit qabel l-elezzjoni tal-Kunsill lokali ta' l-Għarb. (ara ritratt)

Anke lill-Fenech Adami ħaduh hemm. Saħansitra Peppi ta' Xarabank mar hemm jieħu l-filmati bħala eżempju ta' kemm morna tajjeb mill-fondi ta' l-Unjoni Ewropeja.

Govanna marret kemm-il darba u wkoll jidher li ġibdulha ftit ritratti mhux ħażin.

Ġibdulha ritratt mas-Sindku u ma' l-eċċellenza tagħha Danuta Hubner, Kumississarju ta' l-EU. (araw it-ritratti bit-tieqa ta' Wied il-Mielaħ fil-background).

Iżda l-akbar ċerimonja saret kien meta ġiet f'Wied il-Mielaħ l-Eċċ. Tagħha Danuta Hubner. Jidher li dak inhar kien il-bnazzi u allura drenaġġ inixxi ma kienx hemm fil-Wied. Dak inhar niżlu xi nies mill-Għarb lebsin l-għonnella bħala parti miċ-ċerimonja (li ma tantx aħna neqsin minnhom) taż-żjara tal-Kummissarju Ewropew li qaltilna ma nafx kemm il-elf Euro ser tagħtina sabiex Wied il-Mielaħ jiġi riabilitat (ara r-ritratt). Kien hemm Ġorġ ix-Xemx u anke Peppi l-Munsuħa mar idoqq l-argunett ta' l-idejn. In-nies ta' l-Għarb ittamajna li r-riħa tad-drenaġġ mill-wied għal ġol baħar forsi ser tieqaf darba għal dejjem. Kemm morna żmerċ!

Imma l-isbaħ ritratt huwa tal-Kummissarju Ewropew tipponta jdejha lejn irħama kommemorattiva li għadha mwaħħla fil-post sal-ġurnata tal-lum. Mhux faċli taraha. Imma jekk tħares lejn il-wied u tibda tara d-drenaġġ inixxi fit-triq tal-wied....propju hemmhekk issib l-irħama kommemorattiva ta' l-Eċċellenza tagħha.

Ilni nitkellem ma' nies mir-raħal dwar jekk bħali iddejjaqhomx ir-riħa taqsmek tad-drenaġġ li hemm f'dan il-wied pittoresk. L-omerta' pero' hija nkredibbli. Donnu kulħadd jibża jiftaħ ħalqu li ma jmorrux jagħtuh xi transfere jew biża' "li lit-tifla ma jdaħħluhielix mal-gvern". Din il-ġimgha John Mizzi
minn Ta' Sannat ċempilli u qalli bil-'complaints' li qed jaslulu minn turisti li jgħażlu li jiġu Għawdex għall-mixjiet qalb il-kampanja. Ovvjament dawn l-ilmenti huma dwar id-drenaġġ ħiereġ mill-wied u li jibqa' nieżel fil-baħar. Interessanti li meta ghedtlu biex jiġi biex jieħu sehem f'konferenza stampa, dan qalli li ma jridx "li ma jmorrux il-kaċċaturi jagħmlu għalija meta nkun waħdi bit-turisti f'dawn l-inħawi". Tassew għedt li huma ħafna li għadhom iħarsu l-interessi tal-but milli tal-pajjiż!

Illum għidt li l-aħjar hu li nagħmel dmiri bħala cittadin li dejjem ħallast it-taxxi u għalhekk ktibt lill-Pollution Section tal-MEPA. Hekk l-aħjar li wieħed jagħmel: imur f'ras il-għajn mill-ewwel.

Ma taqbilx?

U ktibtilhom hekk:

Sinjur/a,

Nixtieq inressaq l-ilment tiegħi formalment bħala resident mill-Għarb, bħala tax-payer u bħala individwu li għandi r-raba' fl-inhawi ta' Wied il-Mielaħ.

Ta' sikwit nisimghu fuq il-mezzi ta' l-istampa ftaħir dwar fondi kbar li ntefqu mill-Fondi Strutturali
Ewropej (2004-06) u fondi oħra li akkwista l-Kunsill Lokali ta' l-Għarb sabiex jiġi riabilitat Wied il-Mielah fl-Gharb (Restauration and Management of Strom Water Project).

Minkejja dan kollu ir-riħa ta' drenaġġ taqsmek għadha persistenti sal ġurnata mqaddsa tal-lum. Barra minnhekk, issa li beda l-istaġun tax-xita, il-ħama u d-drenaġġ huwa evidenti għaddej mill-wied u jibqa nieżel fil-bahar.

Tista' tikkonfermali jekk:

1) hemmx sezzjoni fil-MEPA li tiehu hsieb li dawn l-irwejjaħ mid-denaġġ għaddej fl-apert jieqaf minnufih;

2) Jekk huwiex normali li d-drenaġġ jitħalla jibqa' ħiereġ mill-wied u jibqa' sejjer fil-baħar;

3) Jekk 'flow' ta' drenaġġ hekk fl-apert jagħmilx sens mall-kunċett li qed jadotta l-Gvern Nazzjonalista f'dak li qed isejjah bħala Eko-Għawdex;

4) X'pass qiegħdi
n jittieħdu jew ser jittieħdu sabiex l-ilment tiegħi jasal f'ras il-għajn u jissewwew dawn il-ħsarat ambjentali u l-'health and safety hazards' li jaffaċċjaw nies bħali li jgħaddu minn dan il-wied. Dan minbarra dawk it-turisti li jgħażlu li jiġu jżuru 'l Għawdex tagħna għall-mixjiet qalb il-kampanja u japprezzaw il-wirt naturali tagħna. Żgur li ma jista' qatt ikun li japprezzaw d-drenaġġ f'wiċċ il-wied u l-intejjen ta' rwejjaħ li dan iġib miegħu.

Mehmuz ma' din l-email qed nibaghtlek ritratti (4 b'kollox f'din l-email) li ħadt illum stess it-3 t'Ottubru 2008. F'e-mail separata ser nibagħtlek ukoll filmat tas-sitwazzjoni li sfortunatament ma tidhirx fuq il-mezzi ta' l-istampa lokali.

Sabiex l-ispetturi jsibu l-post eżatt ta' l-overflow, bizzejjed li jsibu l-irħama kommemorattiva (mehmuża fl-email) tal-
H.E. Danuta Hubner, Kumississarju ta' l-EU, peress li l-agħar parti tad-drenaġġ jinstab eżattament quddiem l-eċċellenza tagħha.

Noffri s-servizzi volontarji tiegħi biex jekk trid, meta l-ispetturi jiġu jispezzjonaw dawn l-inħawi jistgħu iċempluli u jien stess nurihom fejn eżatt jinstab dan id-diżastru ambjentali.

B'hekk żgur ħadd ma jkun jista' jgħid li 'ġie u ma ra jew xamm xejn'.

Grazzi u nitolbok iżżommni infurmat.
